AP MedTech Zone is expected to roll out first device under ‘Make in India’ initiative in October

Kalam Institute of Health Technology (KIHT), promoted by the Department of Biotechnology, Government of India, to facilitate focussed research on critical components pertaining to medical devices at the AP MedTech Zone (AMTZ), India’s largest medical devices manufacturing park near here, will collaborate with Joanna Briggs Institute (JBI), University of Adelaide, as an affiliated group.

AMTZ, now under construction in an area of 270 acres at Nadupuru in Pedagantyada mandal near here, is expected to roll out the first device manufactured in the zone under ‘Make in India’ initiative sometime in October.

Common scientific facilities, biomaterial testing lab, 3D design, prototyping, rapid tooling facility, gamma irradiation, X-ray/CT scan tube manufacturing and other facilities will come up at the zone.

One-stop solution

The zone, an ultra-modern medical equipment manufacturing and testing park, is expected to provide one-stop solution, reduce cost of production by 40% and simplify end-to-end operations and enable achieving import dependency for medical devices and components.

The first phase is at an advance stage of construction at a cost of ₹350 crore to ₹400 crore. It has been decided to spend about ₹1,000 crore on various facilities by the time it is ready for full-fledged operations.

All the studies made in this space will be submitted to the JBI and the KIHT is expected to involve in supporting and leading JBI in medical devices and diagnostic space globally. Andhra Pradesh MedTech Zone Ltd (AMTZ), India’s first government funded medical devices manufacturing park would now be also hosting JBI along with cluster of 250 manufacturing units includes common scientific facilities like electro-magnetic interference testing, biomaterials testing, gamma irradiation, rapid prototyping centre, etc., Indian biomedical skill consortium, World Health Organization (WHO) pre-qualification cell, directorate of radiation and medical devices promotion council.

These institutes would contribute in developing standard and quality in Indian medical technology industry and services and bring Indian market at par with global market.

WHO has selected AMTZ to host its pre-qualification cell for in vitro diagnostics (IVD) which is a first of its kind in South East Asia.

This pre-qualification cell, which will provide guidance to Indian manufacturers on the WHO pre-qualification of IVDs programme and will also enable manufacturers to match global quality standards. It will also help manufacturers to participate in UN procurement process for IVD devices enabling export.

WHO will provide the required training to the support cell staff to guide the manufacturers about WHO pre-qualification expectations while AMTZ will handle day to day operations. AMTZ with in-house high investment scientific facilities would help manufacturers reduce the cost of manufacturing by more than 40 per cent to 50 per cent.

Kalam Institute – AMTZ bring national medical technology review to Vizag

The Principal Scientific Advisor to the Government of India, Prof K Vijay Raghavan on Monday visited Kalam Institute at Vizag to take stock of the Government funded projects in health technology.

Representatives of 16 national and regional Institutions including IITs, CSIR laboratories, Department of Science and Technology Institutions were present at the meeting.

All bottlenecks related with the completion of such projects like trade barriers, import support of raw materials, testing and certification, pre-compliance, prototyping, market validation, expert opinion on specificity were discussed in details.

Kalam Institute of Health Technology and Andhra Pradesh Med Tech Zone were given the role to carry forward the support to these high-profile institutions.

All innovations across various technology readiness levels were suggested to be technology transfer through the unique e-auction platform hosted by KIHT.

Prof Vijay Raghavan appreciated the speed and focus with which Andhra Pradesh Med Tech Zone and Kalam Institute are facilitating the medical technology sector in India.

He applauded Kalam Institute’s efforts to roll out key initiatives. Many eminent personalities including Dr Jitendar Sharma, Executive Director of Kalam Institute, the scientists from AMTZ and Kalam Institute and Directors of several notable institutes across the country were present on this occasion.

The Kalam Institute of Health Technology (KIHT), a Department of Biotechnology funded institute in the domain of medical technology policy, has been duly selected as the premier institute to partner with Department of Health Research (DHR), Government of India as a regional hub for Health Technology Assessment (HTA) in India.

KIHT, located at the Andhra Pradesh MedTech Zone (AMTZ), will perform their functions in the realm of medical devices and diagnostics.

An MoU was signed between DHR, Union health ministry and KIHT to work together in the field of health technology assessment.

The MoU was exchanged in the presence of Chief Minister, Andhra Pradesh, members of parliament from Andhra Pradesh, members of Niti Aayog, World Health Organization and Union health ministry. Government of Andhra Pradesh has promised to extend all support to HTA centre within the purview of incremental improvements happening in health technology in India.

AMTZ, India’s first enterprise dedicated for medical device manufacturing, envisages to make healthcare products affordable and accessible. AMTZ houses an ideal ecosystem for health technology and KIHT being knowledge partner with AMTZ will offer access to scientists, researchers, engineers of common scientific facility like X-ray tube, 3D design, prototyping and rapid tooling facility, gamma irradiation, EMI/EMC, biomaterial testing facilities, manufacturing units etc.

KIHT in turn would be providing support to AMTZ in creating market access by conducting technology assessment of the products. It is located within AMTZ and has been designated as a member of International Association of Science Parks (IASP) with access to all its facilities.

Chief Minister Andhra Pradesh was being handed over the plaque while commemorating KIHT as the regional centre for HTA by representative from Union health ministry, former union ministers, Ashok Gajapathi Raju and Y S Chowdary, secretary, health, medical and family welfare; and advisor (health), Government of Andhra Pradesh and representatives from the KIHT.

World’s first e-Auction portal for medical devices launched at India Medical Device 2018 expo in Bengaluru

The world’s first unique e-Auction tech transfer portal exclusively dedicated for medical technologies was successfully launched on the occasion of India Medical Device 2018 organized by Department of Pharmaceuticals (DoP) in partnership with Federation of Indian Chambers of Commerce and Industry (FICCI) in Bengaluru.

Conceptualized and developed by Kalam Institute of Health Technology (KIHT), the e-Auction portal shall pool in medical technologies developed in research labs funded by the government of India and auction them to the industry thereby bridging the gap between industry and academia. The auction shall make prototypes and technologies commercialized so that additional funding reach out to academic and research institutions.

The expo also witnessed launch of world’s first med tech Enterprise Resource Planning (ERP) software for medical device manufacturers which is free and developed on open source.

The ERP which has been launched free-of-cost for medical device manufacturers has been jointly developed by India’s first medical device park, Andhra Pradesh MedTech Zone (AMTZ) and Lotus Wireless using open source and shall help medical device manufacturers reduce internal overhead costs by over 30%.

The inaugural session was attended by Union Minister for Chemicals and Fertilizers Ananth Kumar, Mansukh L Mandaviya, Minister of State for Chemicals and Fertilizers, Dr. Henk Bekedam, WHO Representative to India and other dignitaries from the government, industry and trade associations.

The swift work and progress done at AMTZ and KIHT was applauded by the Union Minister and everybody present at the event. With initiatives such as the e-Auction Portal and ERP being launched and applauded at a platform like the India Medical Device 2018 and India Pharma 2018, showcase to the world that the ‘Make in India’ dream is coming true to reduce the cost of healthcare in the country and world over.

The government of Andhra Pradesh has also recently entered into a MoU with Atomic Energy Regulatory Board (AERB) to set up the Directorate of Radiation Safety (DRS) at AMTZ.

Under this agreement, the directorate staff shall be supported and trained by AERB to undertake regulatory inspections and verify compliance of the various x-ray installations in the state. With the setting up of DRS at AMTZ, the manufacturers of radiological equipment shall be immensely benefited towards certifications for their products. The safety in hospitals is set to get a boost with this initiative.

AERB has a mandate to ensure that the use of ionizing radiation and nuclear energy in India does not cause undue risk to health and the environment. With this, Andhra Pradesh joins the elite group for hosting the directorate of radiation safety for AERB.

An MoU was also recently signed between Engineering Export Promotion Council of India (EEPC) and AMTZ to drive ‘Made in India’ exports of medical technology products.

This is envisaged to provide much-needed support for Indian medical device manufacturers to increase export of ‘Made in India’ products to cater to global medical device demand of approximately Rs.30 lakh crore.

The partnership will enable manufacturers at AMTZ with access to global exhibitions, export promotion events where Indian medical technology products can be showcased, with support from EEPC.

Assam Gets Investment Commitments of Rs 1 Lakh Crore

Guwahati: Assam has received investment commitments worth Rs 1 lakh crore through over 200 business pacts signed at its first Global Investment Summit here, an official said on Sunday.

As many as 25 MoUs, entailing Rs 35,000 crore investment, were signed on the final day of the summit on Sunday.

 “The two-day summit has seen signing of over 200 MoUs with investment commitments crossing Rs 1 lakh crore,” said the spokesperson of ‘Advantage Assam – Global Investment Summit 2018’.

As many as 176 MoUs were signed yesterday with a range of companies committing investments worth Rs 65,186 crore in the state.

“This has been a good summit, considering the fact that Assam is organising such a global meet of leading investors for the first time.

“This particular initiative will raise hope and expectation of young people and energise them,” Assam Chief Minister Sarbananda Sonowal said at the closing function.

Some of the MoUs include companies like Ola for running river taxi in Brahmaputra and skill mission for setting up three mega centres of excellence.

Besides, another agreement was signed with Ola to train 12,000 youths, the spokesperson said.

MoUs were also signed between IIT-Guwahati and Kalam Institute of Health Technology on technology transfer in the domain of medical technologies.

“We conducted fruitful discussion with Asian Development Bank to set up skill city, having 12 different skill training schools to make the state a global hub of skilled human resource,” said the spokesperson, who is a senior bureaucrat of the state government.

Some other developments include laying of foundation stone for tech city of Assam, setting up of NIXI node, establishing a Centre of Excellence for Application Security at NIC and handover of Master Services Agreement for multiple BPO units, he added.

“Discussions were also held to set up a institute in media and film sector with the help of Whistling Woods International of Subhash Ghai and a technical institute with Pawanhans group,” the spokesperson said.

On the first day of the summit yesterday, public sector oil behemoth ONGC committed to pump in Rs 13,000 crore in the state in the years to come, followed by the rival oil PSU firm Oil India Ltd with a pledge to pump in Rs 10,000 crore.

Another two oil companies IOC and NRL have also announced investments worth Rs 3,432 crore and Rs 3,410 crore respectively.

Reliance Industries Chairman Mukesh Ambani had announced an investment of Rs 2,500 crore in Assam in various sectors, including retail, petroleum, telecom, tourism and sports, creating jobs for at least 80,000 people over the next three years.

The state government had identified 12 focus sectors for the summit, including agriculture and food processing, handloom-textile-handicrafts, logistics, river transport-port township, IT-ITeS, pharmaceutical-medical equipment, plastics-petrochemicals and power.

Assam for tweaking investment policy for pharma industry

Guwahati, Feb 4 (PTI) Assam government today said it is ready to tweak its investment policies to attract the pharmaceutical sector for setting up units in the state.

As there is no specific pharma policy in Assam, the government is ready to tweak the existing norms to suit the industry players of the healthcare segment to come and invest in the state, state Finance Minister Himanta Biswa Sarma said at the ongoing Global Investment Summit here.

“We have a general investment policy. But some of your requirements may be different. Government of Assam is willing to customise the parameters for your requirements,” the minister said.

“We will facilitate and go whatever way to help you invest in Assam. The government and political class here is helpful to you. We want investment. So we will go extra mile to have you in our state,” he said.

Sarma, who is also the Health Minister, said the government wants to transform the state and create jobs for the youths.

Health and Family Welfare Department Commissioner Samir Kumar Sinha said that Assam saw an investment of USD 142 million (over Rs 900 crore) in the healthcare segment with the setting up of nine pharma units.

“The Assam government has been giving top priority to healthcare segment. The Budget allocation for the health and family welfare of the state in 2017-18 jumped by 17 per cent from 2016-17. This was one of the highest,” he added.

Assam govt, Ola sign MoU for river taxi service in Guwahati

Guwahati, Feb 4 (PTI) The Assam government and cab aggregator Ola today entered into a memorandum of understanding to pilot an app-based river taxi service in Guwahati.

The river taxis will be a machine-operated boats, which is touted to be faster and safer than conventional ones.

Ola will pilot the high-speed taxis on Lachit Ghat and Machkhowa in Guwahati to North Guwahati across the river, bringing the commute time down by two to five minutes from 45 minutes by road.

Another MoU was signed between IIT-Guwahati and Kalam Institute of Health Technology (KIHT) on technology transfer in the domain of medical technologies, at the summit.

The partnership would enable the research outcomes of the two institutes in the form of prototype, materials, ideation and intellectual property to reach out to the industry, through an e-auction portal set up by KIHT. PTI ESB DG TR RBT
